The people saw the trumpet-noise of God's voice. What an awesome sight that must have been!
The fear of God takes two forms: Fear of God as your enemy and fear of God as your lawgiver. Will you fall away from him or fall on your face toward him?

Exodus 20:20
In this verse, the two "fears" are essentially the same Hebrew word. "Do not fear (Heb: yare, verb "to fear, revere, be afraid" per BDB )...that the fear (Heb: yirah, noun "fear, terror, fearing" per BDB ) of him may be before you..."
Certainly we should revere God, but he also commands us to fear him in the sense that we should be afraid of his power and of offending him. There are degrees and variable shades of fear, just as with love. We should not be afraid that God will violate his word or throw us out of his kingdom for any slight infraction, but we should also fear his awesome power to destroy us if we turn against him.
