You shall not steal; you shall not deal falsely; you shall not lie to one another.
Leviticus 19:11

This command was given in the context of trade. In other words, don't cheat a fellow Israelite by theft, bad faith negotiation, or fraud. You shouldn't cheat anyone at all, but especially a brother in the faith.

Note that there is no general command in God's Law against absolutely all lying. In fact, God sometimes praised and rewarded people who lied to Israel's enemies in order to save lives or sway battles.
