One tradition says that the kedoshim (holy ones) in Deuteronomy 33:2 are angels, while the kedoshim in v3 are Israel. Both are messengers. The heavenly angels often bear messages from God to man, and Israel is supposed to do the same. God's people--both native and grafted in--are meant to be messengers to the nations, teaching #torah and the #gospel to all who are willing to hear.

Matthew 28:19-20
Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost: Teaching them to observe all things whatsoever I have commanded you: and, lo, I am with you alway, even unto the end of the world. Amen.
