The power of a ruler comes from the people. Even the most tyrannical ruler needs to rule with some justice to keep his people from rebelling.

This is the principle that technocrats are trying to sidestep by pushing universal surveillance and speech control. If they can tell you what to think and control what you say and where you go, then they no longer need to keep you happy. They can treat you like the robot slaves they have always wanted and "you will own nothing and you will be happy".
