In Leviticus 13, "the disease appears to be deeper than the skin" is really about skin diseases, but on another level, it is also about sin and circumcision of the heart. Does the sin go deep or is it only on the surface? Sin that leads to death must be dealt with. There are three states to consider:

1) A person who is openly sinful with an uncircumcised heart must be removed from fellowship.
2) A person who is visibly sinful, but is trying to do the right thing, is circumcised at heart, should be tolerated and discipled.
3) A person who is uncircumcised at heart, but is not visibly sinful, should be tolerated, but kept on a short leash.
