This isn't about just touching the edge of Yeshua's clothes. It was about touching his tzitziyot, the tassels that God commanded the Israelites to tie on the four corners of their garments as a reminder of God's commandments. By touching his tzitziyot, they were appealing to God for healing on the basis of this holy man's righteousness rather than their own.
