Those in legitimate authority--whether familial, religious, or civil--have authority to make covenants on behalf of their people to some extent. Exactly what extent, I don't know.

Unfortunately, this is true. Its why we must be careful who is put in authority, with much praying and investigation. Although Yahs govt is not a democracy, there is precident for casting lots to make important decisions. Voting decisions should possibly be made by indiduals & their families to decide who to vote for, since the majority of the populace would not agree to cast lots directly.
