According to the commandment of YHWH to Joshua, he gave to Caleb the son of Jephunneh a portion among the people of Judah, Kiriath-arba, that is, Hebron (Arba was the father of Anak).
Joshua 15:13

Hebron was a Levitical city of refuge, Caleb's capital city after the conquest of Canaan, and David's first capital city after he became king.

God promised Hebron to Caleb, everywhere he put his foot as one of the twelve spies. It's not mere coincidence that this is the burial place of the patriarchs, to whom God also promised to give every place in Canaan where they walked. Whether that meant governorship of the city (since it was owned and occupied by Levites) or ownership of the territory surrounding the city isn't clear.
