The rules for dealing with defeated enemies given in Deuteronomy 20:10-14 apply only to enemies outside of the Promised Land. God allows no quarter for war within the land. Those enemies must be expelled from the land or killed outright.

Those enemies whom Israel fights in a just war have three options: run, surrender, or die. (Deut 20:10-17) If they surrender they might become part of Israel in time. If they refuse, the men will die and the women/children will become part of Israel quickly.

Treat close-by enemies differently than distant ones. They are more of a threat. Very distant nations should be ignored if they don't attack you. Don't meddle in countries on the other side of the globe.
