The LORD has made everything for its purpose, even the wicked for the day of trouble.
Proverbs 16:4 ESV

Not that each wicked person was specifically created by God to be destroyed, but that the wicked, as a category, are allowed by God, as part of his plan, to be the cause and focus of the "day of trouble".
