Everyone who is arrogant in heart is an abomination to YHWH; be assured, he will not go unpunished.
Proverbs 16:5

People become arrogant by getting away with wrongdoing. Solomon says that God finds such people disgusting. They exist for a purpose (see v4) and so must be allowed to act for a time, but they will not go unpunished forever.
