I think James covers 3 major reasons why we don't hear from God like we should.
1. We don't ask. "Ye have not because ye ask not."
2. We ask because we want Him to confirm our own plans which is just another way of seeking "our lusts."
3. We ask while "double-minded" or unsubmitted without full committment to whatever He tells us.
