"beloved city"

In Rev. 20:9 we read:

"And they went out over the breadth of the earth, and compassed the camp of the saints about, and the beloved city. And fire came down from God out of heaven, and devoured them."

My assumption, till a few months back, was that the "beloved city" talks about the existing Jerusalem. Reading Revelation a bit more open minded, I am leaning more to it not being the current Jerusalem as this city is called "Sodom" and "Egypt" in Revelation 11:8 as we read "And their dead bodies will lie exposed in the open street of the great city (Jerusalem), which in a spiritual sense is called Sodom and Egypt, where also their Lord was crucified."

Only in Rev. 21 do we see the New Jerusalem come down out of heaven, so it can't be that city either.

What is your understanding of the "beloved city" in Revelation 20?
