This is a quote from Exodus 33:19. The context concerns choosing Moses to lead the people, allowing him to experience God’s presence, and God leading Israel through the wilderness, so that all the nations will know that they are God’s people.
Although, in principle, “election” in Romans 8-9 certainly has bearing on the salvation of each person, it isn’t directly about choosing Moses or Jacob for eternal life, but for a particular role to play in God’s plan of salvation.
