When Elyon gave to the nations their inheritance, when he divided mankind, he fixed the borders of the peoples according to the number of the sons of God.
Deuteronomy 32:8
Elyon (the Most High) and El Shaddai (God of the Mountain) are names for God that remind his people that the minor gods of their high places are nothing compared to Him. He is the Highest, the only true God of the Mountain.
The borders of Israel might be set by the number of God's people in relation to the world. Look at the map and remember this: "Narrow is the path and few who find it."

YHWH inherited Jacob/Israel as His inheritance. When reading between the lines, this could then be understood that the inheritors of the other nations were their gods in turn. So, all the sons of Elyon were rightfully gods.
That is why Ashera kept coming to the foreground up to the time of the Exile and then after the return polytheism was strictly enforced and all other gods were rejected by the people themselves through Judaism.
Psalm 82 reiterates the fact that there are other gods, but that they can die and will die as men when they are judged. Verses 2-4 says:
"2 How long will ye judge unjustly, and accept the persons of the wicked? Selah.
3 Defend the poor and fatherless: do justice to the afflicted and needy.
4 Deliver the poor and needy: rid them out of the hand of the wicked."
Verse 8 then says who will inherit all the nations after the judgement: "Arise, O God, judge the earth: for thou shalt inherit all nations."
