There are obviously wicked people in the world and you know what they will do if they are allowed to: they will poison people, they will corrupt your children, they will take control over your country and its institutions, they will commit acts of murder, terrorism, rape, riots. You know them, so you don't allow them.

Then there are negligent people who are wicked by enabling these wicked people. They include some politicians, teachers, doctors, business people, permissive parents and grandparents, etc. These are wicked by allowing and not preventing obvious wickedness.
