One day, when Moses had grown up, he went out to his people and looked on their burdens, and he saw an Egyptian beating a Hebrew, one of his people. He looked this way and that, and seeing no man, he struck down the Egyptian and hid him in the sand.
Exodus 2:11-12

There were two men in conflict, but #exodus says "there was no man..." In context, it literally means "no OTHER man", but it could be worded this way because the Hebrew was too weak and the Egyptian too cruel to deserve the title.

In v13 two Hebrew men were fighting. Brother vs brother, but at least they were still men.
