YHWH gave me the two tablets of stone written with the finger of God, and on them were all the words that YHWH had spoken with you on the mountain out of the midst of the fire on the day of the assembly.
Deuteronomy 9:10

This sounds like every word God spoke on Sinai was written on the stone tablets. Does this mean only the Ten Commandments or all of #torah? It's hard to say. In Scripture, phrases like "all of the" frequently refer to a set or category of things and not necessarily to every single member of the set. It's more like saying "all of those" in English.
