My people have committed two evils: they have forsaken me, the fountain of living waters, and hewed out cisterns for themselves, broken cisterns that can hold no water.

False religion that ignores either God's Son or God's commandments is like a broken cistern. It can't hold the water of God's Spirit for long.

And who is the Fountain of Living Waters, but Yeshua? "Whoever believes in me, as the Scripture has said, 'Out of his heart will flow rivers of living water.'" From John 7:38.
