In Numbers 25:16-18, God confirmed that Cozbi's motive was not love or even lust, but death. She wanted to destroy Israel by compromising their relationship with YHWH. Although both Midian and Moab sought the destruction of Israel, it was Cozbi's people who developed the strategy of guile through women.
