The Gibeonites in Joshua 9 appeared to be humble and submissive, but were they really? Joshua came up with a plan to mitigate the damage, in case they had another agenda. Joshua made the Gibeonites to be perpetual servants of God and gave their capital to the Levites. This was punishment for deceiving Israel, but also ensured they would be constantly exposed to the worship and teaching of God.
