The time unit “month” is conspicuously absent from Genesis 1:14. This leads me to believe that the moon is not meant to be used for determining when a month begins.

A quick thought though is that we do have some of the feasts determined by the moon (Passover, Trumpets and Sukkot) and we are told the number of the month/moon each takes place. So there is relevance in counting the moon cycles/months through the year.
