"The righteous shall rejoice when he seeth the vengeance: he shall wash his feet in the blood of the wicked." Ps 58

(One may not rejoice oneself, but if one's brother rejoices to see the vengeance on the wicked, one who despises this brother "speaketh against the law" of God, and is not a doer of it. (Ja 4))
