To have "justice," you first must have a venue to establish it - courts and judges. To have courts and justices, you first must have a Torah-observant community in which to establish them. Doing both of these is a commandment of YHWH.
Do you have these things? If you do not, you will never have justice and are not Torah-observant - you are in violation of the commands of YHWH.
