Observe the Sabbath day, to keep it holy, as YHVH your God commanded you.
Deuteronomy 5:12

Sabbath-keeping is for everyone, but heads of household have a greater responsibility to enforce it in their houses. We are commanded to ensure our households keep #shabbat: children, servants, visitors, and even animals.

The command to keep #sabbath preceded the covenant at Sinai and doesn't depend on it in any way. Like all of #godslaw, it is included in the covenant, but is not itself the covenant.
