Whether in church or state, the people usually get the leadership they deserve. According to #torah, the primary responsibility for ensuring justice lies with the people, not the government, and men who have been blessed with wisdom and insight have a responsibility to use their gifts for the community. If they misbehave, they are also to be removed by the people.

That government is best which governs according to all of God's commandments. God's Law is anti-utopian. It hopes for the best, but expects the worst.
