Deuteronomy 26 uses the first person singular pronoun "you", thou instead of ye in KJV-speak. It is each individual's responsibility to be personally grateful, to personally pay tithes, and to personally give to the poor in our own community.

Chapter 27 switches to the plural, collective "you", to emphasize that the end result of individual obedience and mutual support is collective blessing. Individual disobedience brings collective curses.
