Genesis 1:2 — 3, “Now the earth was formless and void, and darkness was over the surface of the deep. And the Spirit of God was hovering over the surface of the waters. And God said, “Let there be light,” and there was light.” The spirit of God is the very breath of our Creator as he breathed creation into existence. This same spirit continues to hold creation together and is in every breath we breathe.

did the Spirit decide anything?
for there is just one part missing, jerry, the Word of the Father spoke creation into existence, and one speaks by making use of the breath that serves to give voice.
that's also why blaspheming the Father, and His Word, are a different issue.
for the Father decides, and His Word chooses, in obedience to the Father, to speak out that decision.
the Spirit just breathes.
in fact, it was that very act of creation that 'separated' the Word from the Father, who cannot be contained in creation, and so the Word, His Word, who we know as YHWH, came into it...
