Elyon (the Most High) and El Shaddai (God of the Mountain) are names for God that remind his people that the minor gods of their high places are nothing compared to Him. He is the Highest, the only true God of the Mountain.

Leviticus 16;8, “And Aaron shall cast lots upon the two goats; one lot for the Lord, and the other lot for the scapegoat” The 2 goats represent 2 different constructs; 1 to display that the evil that causes sin has been covered and the other to remind us that there is still evil sin the world.
