This is a summary of what it means to NOT be born again: Do you love the light more than the darkness? Do you love your evil works more than the works that come from submission to God and obedience to his law?
How can you tell if someone is "saved"? By their works. Whoever believes is not condemned and we can know who believes by how their works align with God's commandments. See John 3:18-21.
