Do not lay up for yourselves treasures on earth, where moth and rust destroy and where thieves break in and steal, but lay up for yourselves treasures in heaven, where neither moth nor rust destroys and where thieves do not break in and steal.

Laying up treasures in heaven allows God's treasures to be given on earth. (Understand that God's treasures, even on earth, are not always material.) Focusing on earthly treasures pushes God's treasures away on earth.
Why does a command against idolatry (Leviticus 26:1) follow laws about slavery and poverty? Because even the lowest slave bears the image of God and because unchecked greed leads to reliance on things rather than reliance on YHWH.
