No one but the High Priest can make the atonement of #yomkippur. Nobody else is even allowed in the Tent.
As Hebrews says, if Yeshua were on earth, he would not be qualified to offer any sacrifices in the Temple, because he is not a son of Aaron. However, the Aaronic High Priest is analogous to the Heavenly High Priest, Yeshua. He is the only one who can make atonement in the Most Holy Place in Heaven.

"Powers of the heavens will be shaken" probably refers to conflict in invisible spiritual planes, possibly manifested in an increase of visible supernatural events. What exactly the manifestations of this shaking might be, I don't know.
