My thinking is that this voice was external and not in Elijah's head or heart or spirit, etc. as it came after the fire, which was also external.
Elijah's first act of prophecy is to pronounce a drought upon the land in 1 Kings 17, a divine judgment against King Ahab and the people of Israel due to their idolatry and disobedience to God. This declaration sets the stage for Elijah's subsequent prophetic ministry, during which he confronts King Ahab and Queen Jezebel, challenges the prophets of Baal, performs miracles, and ultimately brings about a revival of faith in the God of Israel.
Scripture does not explicitly detail the events leading up to Elijah's prophetic ministry and whether he received the Spirit, so 1 Kings 19 might be the first time that he gets to "experience" Father's Spirit.
