Whoever winks the eye causes trouble, and a babbling fool will come to ruin.
Proverbs 10:10
"Winks the eye" refers to keeping silent when one should speak out. The contrast is the fool who says whatever comes into his mouth. As v12 indicates, there is a time to speak and a time to keep silent. The wise man knows which is which, while the fool either reverses them or speaks all the time.
