Matthew 18:15-20, the famous passage in which Jesus says to go to a brother in private and then with two or three others before bringing an offense before the whole church, is about restitution and restoration in interpersonal offenses. It's not about exposing private sins or false doctrines, even though the same principle might apply sometimes in those situations. This process only works if you, the other person, and the whole congregation have been taught sound doctrine founded in God's Law. Without that, it's meaningless.

2 Kings 2:23-24
"Small boys" is a euphemism for young men of low character or status. Elsewhere, the same term is used for young noblemen who haven't yet left their fathers' houses to start their own. Elisha didn't send bears to maul little children, but a mob of threatening young men.
Deuteronomy 18;10, “Don’t let anyone among you offer his son or daughter as a sacrifice in the fire. Don’t let anyone use magic or witchcraft. No one should try to explain the meaning of signs.” Don’t confuse the word “signs” in this verse, the original word is divination, trying to tell the future, the future is in the hand of the Creator.
