Sabbath-keeping is primarily the responsibility of heads of household who are to enforce it in their houses. We are commanded to ensure our households keep #shabbat: children, servants, visitors, and even animals. The command to keep #sabbath preceded the covenant at Sinai and doesn't depend on it in any way. (Like all of #godslaw, which is included in the covenant, but is not itself the covenant.)
