If Gad and Reuben had refused to cross the Jordan to fight alongside the rest of Israel, they wouldn't have been cut off. The rest of the nation would have forced them to cross and their inheritance would be on the west side of the river instead.

This chiasm in #numbers 28:2-8 doesn't offer any deep revelations that I can see, but it's still interesting for practical reasons...at least if you're a priest at the Temple.
