I think Moses understood that Reuben and Gad weren't acting in fear in Numbers 32, but he saw an opportunity for a teachable moment. Many among the other tribes would feel abandoned and threatened by their request to stay East of the Jordan. Moses gave voice to those concerns as if they were his own, surreptitiously addressing both sides with the same words. He bolstered his position of leadership and thereby that of Joshua also. They were leaders who understood their people and would speak on their behalf.

Compare Reuben and Gad's choice of land in Numbers 32 to Lot's in Genesis 13. They chose the same land for the same reasons, and it didn't work out that well for either of them. God's ideal place for you might not be the most beautiful to look at, but it will always be the place where you will prosper the most.

Joshua 1;8 tells us how important getting the complete information is. “Always remember what is written in the Book of the Teachings. Study it day and night. Then you will be sure to obey everything that is written there. If you do this, you will be wise and successful in everything.”
