Like the man who carries out the ashes of the red heifer, the man who drives the Yom Kippur goat into the wilderness is not necessarily a priest or Levite.

The act of driving the goat into the wilderness makes this man unclean. Like David driving the Philistines and other nations out of the land of Israel. It had to be done, and David was the man to do it, but it made him unfit to build a house for God because of the blood he had shed.

Even being in proximity to sin can convey spiritual corruption. Choose your associations wisely and don't tie yourself too closely to those who openly defy God.

And Aaron shall present the goat on which the lot fell for YHWH and use it as a sin offering,

However, the lot cast at Yom Kippur doesn't fall in the sense of falling down. The Hebrew word alah means ascend. It metaphorically ascends to Heaven for God to judge between the two goats.

And Aaron shall cast lots over the two goats, one lot for YHVH and the other lot for Azazel.
Leviticus 16:8

Who or what is Azazel? The meaning of the word is uncertain, but there are some possibilities. The most likely explanations seem to be az azel (goat of departure) or azaz el (fierce god), but also look at the individual letters:

Azazel is spelled Ayin-Zayin-Aleph-Zayin-Lamed. If the ancient pictographic origins of these letters are taken metaphorically, they could mean "Vision - Cut off - Strength - Cut off - Authority".

Vision, power, and authority are three vital components of leadership. If they are separated, if a leader lacks any one of them, destruction may follow.

How much credence should be given to such interpretations is debatable, of course.
