Pharaoh should have obeyed God while the demands were relatively light. God's hand gets heavier over time.

Pharaoh was a petty man in an exalted position, like so many other tyrants throughout history. It reinforces the adage that any man who wants to be President isn't qualified. It's frustrating to see such small men in power, but it's important to remember that God has a plan.
