Pharaoh hardened his own heart in his first encounter with God, but then God hardened his heart to make sure everyone learned the lesson he was there to teach. The Hebrews, the Egyptians, and Pharaoh all had to learn the hard way. Sometimes terrible things happen because the world must learn something very important. God proves himself when it suits his purposes, not yours. Exodus 7:5,9
When the Hebrews reached Jericho 40 years later, God hardened the hearts of all of the Canaanites except for Rahab and the Gibeonites. This was probably because he knew that these few were still redeemable, while the rest were already lost. Joshua 11

The chain of command in Egypt was YHVH at the top, then Moses, Aaron, Pharaoh, and then pagan priests.
Moses was made to be more than a prophet and was given authority to judge even Pharaoh. Regular prophets have no authority of their own, but only relay a message that God gives them. #yeshua was "a prophet like unto Moses" in this way, yet infinitely greater, because he has all authority! Exodus 7:1
