God made four promises to Jacob in the course of his vision at Beth-El of a stairway into Heaven:
1) Land
2) Descendants beyond count
3) Blessing of all peoples through his Offspring
4) God's protection in exile and Jacob's eventual return to the land.

"Like the dust of the earth" in v14 could be both blessing and curse. Jacob's descendants would be as numerous as the dust of the earth, but trampled under the feet of all nations.
Until Israel has taken permanent and full possession of the Promised Land (see v15), God's promise to Jacob has yet to be fulfilled.
