When wickedness comes, contempt comes also, and with dishonor comes disgrace.
Proverbs 18:3 ESV
Wherever the wicked go in a righteous society, they are the objects of contempt. Everyone who sees their disgraceful behavior despises them. That doesn't mean that people don't care about them or don't try to help them.
"You shall be holy to me, for I YHWH am holy" from Leviticus 19-20 is quoted by Peter in 1 Peter 1, emphasizing the continuing importance of keeping God's Law and abandoning pagan and man-made traditions that contradict it.
