Dreams have always been one of God's primary channels of divine revelation to mankind. Abimelech, Jacob, Joseph, Pharaoh, the baker and cupbearer, Solomon, Jeremiah, etc… You don't need to be a prophet or interpreter of dreams to receive a dream from God. You just need to be a person whom God can use in his plans.
In Genesis 41:18-19 Pharaoh describes the fat and skinny cows using the same adjectives used for Rachel and Leah in Genesis 29:17. His dream used imagery that resonated with him, but it also contained triggers to help Joseph interpret it. Episodes in his own family history helped Joseph to interpret Pharaoh's dream and also to realize the purpose of the terrible events of his own life.
