Tradition says that Yom Kippur is the anniversary of the creation of the second set of stone tablets given at Sinai and that Shavuot is the anniversary of the first set. I'm not sure that the Biblical narrative actually adds up that way, though.

The high priest must purchase the bull to atone for himself and his house from his personal funds. He can't use public funds or a donated animal. This means he must be a man of above average means or exceptionally frugal. This principal extends beyond his finances as well. The state of a man's house (family, business, responsibilities, etc.) effects his ability and worthiness to serve God. The bull that the high priest brought was to atone for his entire household.

He shall put on the holy linen coat and shall have the linen undergarment on his body, and he shall tie the linen sash around his waist, and wear the linen turban; these are the holy garments. He shall bathe his body in water and then put them on.

No one of low character should be put in leadership, but remember also what obstacles that great men face, the victories they've won, and at what cost. Even the High Priest gets dirty and has to wash before getting dressed for service. Judge the whole man, not part.

Therefore, since we have been justified by faith, we have peace with God through our Lord Jesus Christ.
Romans 5:1

Peace is a state of relationship between us and God. This isn’t talking about a clear conscience, but about escaping God’s wrath. Those who are not justified in God’s eyes will receive his wrath at the final judgment if not before.

See Isaiah 27. Repentance brings peace with God, which brings restoration and fruitfulness.
