But Pharaoh said, “Who is YHWH, that I should obey his voice and let Israel go? I do not know YHWH, and moreover, I will not let Israel go.”
Exodus 5:2
Pharaoh should have obeyed God while the demands were relatively light. God's hand gets heavier over time.
Pharaoh was a petty man in an exalted position, like so many other tyrants throughout history. It reinforces the adage that any man who wants to be President isn't qualified. It's frustrating to see such small men in power, but it's important to remember that God has a plan.

Check out this parallel between Genesis and Exodus:
On his way to meet his brother Aaron, Moses is accosted by God and his offspring is threatened.
On his way to meet his brother Esau, Jacob is accosted by God and his offspring is threatened.
