Biblically speaking, cities are not considered an inheritance in the same sense as farm and pasture land. City property can produce income, but can't produce life from its substance. The tithes and sacrifices of Israel, however, do produce life, and so are a worthy inheritance for one of Jacob's sons.

Yet the people of Israel did not drive out the Geshurites or the Maacathites, but Geshur and Maacath dwell in the midst of Israel to this day.

The Maacathites and Geshurites lived to the northeast of Israel, scattered within and on the frontiers of Manasseh. They remained distinct peoples at least through the reign of David who fought wars against both kingdoms. After being subjugated by David, they were either completely absorbed by Israel or by Assyria after his death.
